The government has said no decision has been made on the £1.3 million of funding needed for a new e-crime unit.
Reports last week said that the Home Office has said it could not afford to foot the bill for the new unit to tackle internet crime.
But a spokesperson for the Home Office said that "no decision had been made" on its funding, which is estimated to be £4.5 million in total.
The Association of Chief Police Officers has hoped a government investment would give businesses the confidence to contribute to the remaining amount needed.
However, DCI Charlie McMurdie said the government "did seem to be warming to the idea".
It was reported last week that businesses could be forced to contribute to the unit, which did not please company leaders.
The bosses hit back at the plans saying the government should fund the unit entirely.
Catherine Bowen, head of crime policy at the British Retail Consortium, said that making businesses pay would mean they would want a say on the running of the unit.
