It is important for Britain not to fall behind competitors with high speed broadband when the next generation arrives.
An expert from the Broadband Stakeholder Group (BSG) said that how soon the next generation of broadband will be required remains unclear, but that Britain still needs to stay ahead of the market.
Kip Meek, chairman of BSG, said: "It would be bad for Britain if we were behind our competitors on provision of high-speed broadband."
Mr Meek also questioned whether the government should provide funding to "make it happen".
"My own view at the moment is that this is not going to be the case, and that we will find ways of creating the right investment environment, for the private sector [to contribute]."
He added that the government's recent review into the future of broadband was "a timely piece of work", saying the company was "very supportive of it".
The review came from the Department for Business, Enterprise and Regulatory Reform and reviewed broadband of speeds of 100mbps or more.
