Cheshire County Council is to deploy a secure sockets layer (SSL) virtual private network (VPN) to help its staff deliver services to 680,000 people.
The SSL VPN will enable workers to access the council systems from any internet-enabled computer, instead of having to use council equipment as they had to before.
When the old system was in place, members of the 23,000 staff who needed access had to use a standard dial-up line from an approved terminal as this was one way of ensuring security.
However, the SSL protocol as well as the newer TSL protocol uses cryptography to prevent electronic eavesdropping, data theft and message forgery which could be used to trick people into revealing sensitive information.
With the new system, the council's IT staff can determine what access users have, tracking and setting their status through a username they are assigned.
Their password is authenticated at the endpoint and allows them to access the network from wherever they want.
