Claims from mobile operators that they are to cut data roaming fees have been deemed "insufficient" by the European telecoms commissioner.
Viviane Reding states if the firms do not reduce their fees further by July 1st she will force them to do so.
The move could have an effect on those adopting managed remote working services, as a reduction in cross-border text messages could save firms money.
Last week, the GSM Association, the trade group which represents mobile phone operators, said the average price of roaming had fallen by 25 per cent in the year to April.
But Ms Reding states she is "not impressed" by this information, saying: "If this stays unchanged until July 1st, you see from today's council that I will not be the only one to believe that regulatory intervention will be necessary again."
Data roaming not only allows multimedia access through mobile phones, but also via laptops, meaning it is used greatly by business travellers and remote workers.
In related news, according to Vodafone's email expert Bryony Clow, managed email access should be used by remote workers to create more efficient work time, rather than to encroach on employees' social life.
