IT departments are seen as a support function rather than being innovative departments, according to a new survey.
Touchpaper conducted research on end users and discovered that most believe the main function of an IT department is to fix things when they go wrong.
Just 15 per cent of the respondents thought the sector's purpose was to implement new projects and enhance businesses value through innovation.
Marina Steadman, the marketing director at Touchpaper, said: "The question we need to be addressing is who is the real customer of IT departments? End users seem to think that IT departments are there for them, but who is supporting the business?"
Graham Ridgeway, the chief executive officer of the company, said that most departments are not "embracing their potential".
He added that most are "bogged down" fixing requests from end users as they do not have the right procedures to deal with them.
A recent survey found that chief information officers are being recognised more in the leadership of their company, due to the rising importance of technology in businesses.
