In a move which may have implications for business internet connectivity, the telecoms regulators of all 27 European Union member countries have backed plans by the commissioner Viviane Reding to ease the separation of network and service segments of telecoms operators.
By backing the plan, the regulators said it would help when other measures prevented restrictions on competition in areas such as the provision of high-speed broadband, reports Reuters.
In a statement, they said: "By creating a separate business unit with business incentives based on the performance of that unit it is more likely that the business unit will deliver the services that its customers want."
The group said the UK provided a good model of how such unbundling should be done, reports Forbes.
For the regulations to become law, the commissioner's plan would have to be backed by EU governments as well as the European Parliament.
Analysts believe the governments of Germany and Spain will oppose the plan, reports Reuters.
