Unstructured managed data is the biggest threat to security, according to a survey of IT professionals.
The Ponemon Institute found nearly a quarter think unstructured data in their firm is properly secured and protected, with 84 per cent saying too many employees can access critical information.
Over three-quarters of companies have no process to control which employees can access the unsecured data.
Many IT professionals admit they spend a lot of money on securing data, but find unsecured data complex and confusing.
Larry Ponemon, chairman of the research firm, said: "What we find is not that they won't spend money on it, but they really don't know how to [resolve the issue] because of the complexity; it's a knowledge issue."
The House of Lords recently backed plans to make data loss illegal, in an amendment to the Criminal Justice and Immigration Bill.
It will apply to any people who repeatedly or negligently reveal information.
